A new investigative report highlights just how widespread robocalls have become and why they remain so difficult to stop. Despite regulations and enforcement efforts, billions of unwanted calls continue to reach consumers every year.

Robocalls Continue to Surge
Robocalls remain one of the most persistent problems facing consumers today.
According to the report, 40.8 billion robocalls were placed in the first nine months of 2025, marking a 5% increase compared to the same period last year.
Many of these calls violate the Telephone Consumer Protection Act, which makes it illegal to place unsolicited automated or pre-recorded calls.
Despite that, the calls continue.
Why Robocalls Are So Hard to Stop
Even though many robocalls are illegal, enforcement remains a major challenge.
Experts say scammers constantly adapt, using new technologies and tactics to avoid detection.
“They’re using all sorts of new technologies all the time. They’re very creative,” the report notes.
Because of this, tracking down the people behind these calls is difficult, even when laws are clearly being broken.
How Nomorobo Is Fighting Back
Nomorobo is focused on blocking unwanted calls, is taking a more aggressive approach.
Using a network of more than a quarter million unused phone lines, Nomorobo tracks and records robocalls in real time through what is essentially a large-scale monitoring system.
This data allows the company to identify patterns and gather evidence.
“We have this data. We know it’s real. We can prove everything we allege,” said our Managing Director Matt Mizenko.
The company has filed multiple lawsuits in federal courts, targeting companies accused of making illegal robocalls, many of them debt collectors.
The goal is to send a clear message:
“We’re watching. We know what you’re doing. We can prove what you’re doing.”

Regulators Are Stepping In
Government agencies are also increasing enforcement efforts.
California Attorney General Rob Bonta has joined other attorneys general in sending warning letters to companies suspected of generating large volumes of robocalls.
Officials say these actions can be effective but they may not be enough on their own.
If companies fail to comply, further legal action, including lawsuits, may follow.
Compliance Gaps Remain
A recent analysis of FCC data found that more than 50% of U.S. phone companies are not complying with federal robocall regulations.
These rules require companies to install anti-robocall technology and adopt protective policies.
Experts say stronger enforcement may be needed, as robocalls continue to affect millions of Americans.
The Problem Isn’t Going Away
Despite legal action, regulatory pressure, and new technologies, robocalls continue to grow.
As was noted in the report:
“Unless they’re stopped, it’s just going to grow and grow.”
