Unwanted robocalls remain the most common consumer complaint in the United States. In a recent CBS News California investigation, reporters examined why the problem keeps growing and how California officials and technology companies like Nomorobo are pushing back.

Robocalls Keep Getting Worse
Spam calls aren’t just annoying, many are illegal. According to industry data, Americans received 40.8 billion robocalls in the first nine months of 2025, a 5% increase over the same period last year. Most violate the Telephone Consumer Protection Act, which bans unsolicited automated or prerecorded calls.
Despite federal rules and the Do Not Call Registry, consumers continue to be overwhelmed.
Why Enforcement Is So Difficult
CBS News spoke with consumers who say dealing with robocalls feels like a daily job. Experts say one reason the calls persist is that scammers constantly change tactics and technology, making them difficult to track.
“It’s really hard to track these people down,” said Matt Mizenko of Nomorobo. “They’re using new technology all the time. They’re very creative.”

Nomorobo Takes Legal Action
Nomorobo, which first gained national attention after winning the FTC’s robocall-blocking challenge, now operates a large “honeypot” network of more than 250,000 unused phone lines to capture robocalls in real time.
Using this data, the company has filed multiple federal lawsuits against alleged robocallers, primarily debt collectors, aiming to hold them accountable and deter future abuse.
“We know it’s real. We can prove what’s happening,” Mizenko said.
California Steps Up Enforcement
California Attorney General Rob Bonta has also taken action, joining a multi-state lawsuit against Avid Telecom for allegedly making billions of illegal robocalls. His office has sent warning letters to suspected robocall generators and signaled that lawsuits will follow if companies don’t comply.
At the same time, FCC data suggests more than half of U.S. phone companies are not fully complying with federal robocall prevention requirements.
The Fight Continues
As CBS News reported, robocalls are unlikely to slow without stronger enforcement and accountability. For now, consumer awareness, regulatory action, and technology remain key tools in the fight.
